    On March 26, 2025 the Bi-State Regional Commission received a first draft of the Bi-State Region Comprehensive Economic Development Strategy (CEDS) 2025 Progress Report.  Click the link to get to the CEDS page.

FFY2025-2027 Awarded TASA Funds

The Quad Cities Transportation Policy Committee awarded $3,067,906 of Transportation Alternatives Set Aside (TASA) funds in the Quad Cities. These projects will be implemented in the next five years. Bi-State Regional Commission delegates the transportation programming authority to the Transportation Policy Committee to solicit applications and award funds in the Illinois-Iowa Quad Cities.

One of these funds is TASA. These funds are typically awarded to bicycle and pedestrian projects that improve mobility options. Governmental jurisdictions in the MPO are eligible to apply for TASA. Eligible projects include trail facilities; safety features and infrastructure for bicyclists and pedestrians; turnouts, overlooks, and scenic viewing areas; historic transportation facility preservation; and certain archeological and stormwater management tied to highway construction. 

 

The total amount of federal funds requested from the Illinois Quad Cities was $1.7 million. The total amount of federal TASA funds available was $1.5 million. The awarded project is:

  • Moline: $757,285 for Phase II of the Morgan Park Trail (7th Street to 10th Stree Place).

The total amount of federal funds requested in the Iowa Quad Cities was $4.96 million. The total amount of federal TASA funds available was $2.29 million. The awarded projects include:

  • Davenport: $1,093,625 for the construction of Phase IV of the Goose Creek Trail (roughly E. 39th Street to Kimberly Road).
  • Bettendorf: $526,500 for the construction of a shared-use path on Middle Road (Hopewell Avenue to Forest Grove Drive).
  • LeClaire: $671,616 for the construction of a trail and pedestrian overpass on 35th Street (195th Street to Wisconsin Street).
